A large scale catastrophe is occurring across the planet. Ability users are discovered after the appearance of a mysterious fog, apparently having committed suicide, so the Armed Detective Agency sets out to investigate these mysterious deaths. The case seems to involve an unknown ability user referred to as "Collector," a man who could be the mastermind behind the incident. Trust and courage are put to the test in order to save the city of Yokohama and ability users across the world from the grip of Collector where the Armed Detective Agency forms an unlikely partnership with the dangerous Port Mafia.

The film is based on the true story of Yoichi Hatta (1886-1942), a civil engineer who traveled to Japanese-ruled Taiwan in 1910 to build a complex irrigation system in the barren southwest. Though by the threat, the queen of Rota, Lady Rin was resolute to die with her civilians, and so Arlon made a choice.

Among the 5 star systems known as the Joker Systems, there are many kingdoms. There are knights within the kingdoms and these knights who control giant robots, Mortar Heads, are called Headliners. Bound to the knights are fatimas. Human in appearance and mind, the fatimas (mostly female) possess expanded physical capabilities and make it possible for a Headliner to control a Mortar Head. Fatimas cannot reproduce. All this is overseen by Emperor Amaterasu and his Mirage Knights.
